If you know a few good people in the area who own cars, then they will probably feel fine with driving you somewhere from time to time.

It may seem like a last resort, but finding a new flat is something that is generally underrated when it comes to getting around a city. If you can find a place to live that is in walking distance of everything you need, then there is no reason to have a bike, bus pass or any other means of transportation. Why would you need a car when everything you need is right on your block?
